一、申报和评价程序
1、发布通知：中国水土保持学会一般于每年 4 月发布开展水平评价工作的通知，开放“水平评价管理系统”
（以下简称“系统”），“系统”一般开放 3 个月，“系统” 关闭后受理截止。
2、材料报送。申请单位应同时制备纸质和电子版 申 请 材 料 。 电 子 版 材 料 在 中 国 水 土 保 持 学 会 网 站
（http://www.sbxh.org）“系统”填报，纸质申请材料在“系统”关闭后 5 个工作日内邮寄中国水土保持学会。申请单位对申请材料的真实性负责，纸质和电子版材料不一致的视为无效材料。
3、材料初审。受理截止后 2 个月内，中国水土保持学会对申报材料格式、基本条件、纸质和电子材料一致性等进行初审，并对信息公开中接收到的有关情况进行核实。
4、评审：中国水土保持学会按照规定的评价内容和标准进行评审。
5、评审结果公示：评审结果在中国水土保持学会网站进行公示，公示时间为 5 个工作日。
6、 异议处理：对评审结果有异议的，应当在公示期满前向中国水土保持学会书面提出，说明理由并提供相关材料。中国水土保持学会组织调查、核实、裁定，裁定结果与评审结果有变化的应予以公示。
7、公告：中国水土保持学会核定评审结果，并向社会公告。
8、 证书颁发：中国水土保持学会依据公告的评审结果，向申请单位颁发相应等级的水平评价证书，包括 1正本和 3 副本，正本和副本具有同等效力，证书有效期三年。
申请生产建设项目水土保持方案编制单位水平评价证书应具备以下基本条件：
（一）具有独立法人资格；
（二）具有固定工作场所；
（三）具有组织章程和管理制度；
（四）水土保持专职技术人员不少于 10 人，其中：
水土保持方案编制单位：技术负责人具有工程系列高级专业技术职称和主编水土保持方案报告书的工作经历；高级专业技术职称人员或注册土木工程师（水利水电工程水土保持）不少于 2 人（含技术负责人），中级及以上专业技术职称人员不少于 4 人；大专及以上学历所学专业为水土保持的人员不少于 1 人，水利工程类或**土木工程类的人员不少于 1 人。水土保持评价证书办理请联系王生13580919372
